Nigeria, Volkswagen sign MoU for automotive hub

Nigeria’s growing automotive industry got a further boost over the weekend following the signing of a Memorandum of Understanding (MoU) with the Volkswagen Group to develop a joint vision for an automotive hub in the country.

Nigeria’s Minister of Industry, Trade and Investment, Dr. Okey Enelamah, signed on behalf of Nigeria, while the Head of the Sub-Saharan Region of Volkswagen, Thomas Schaefer signed on behalf of Volkswagen.

In the MoU, Volkswagen undertakes to implement a phased approach, in relation to the assembly of vehicles, initially from assembly kits with the long-term view of establishing Nigeria as an automotive hub on the West Coast of Africa.

This will include establishing a training academy in conjunction with the German Government, which will train the initial employees. The academy will also provide broader technical training in automotive skills. It is also intended that a comprehensive Volkswagen vehicle and service network is developed in the country, subject to commercial viability.

In turn, the Nigerian Government undertakes to finalise the approval of the Nigerian Automotive Policy, currently under consideration. This includes the gradual transition from the importation of used cars, to the manufacture and distribution of new passenger vehicles.

The Government has committed to providing a conducive legislative environment that will encourage the manufacturing of motor vehicles in Nigeria.

Nigeria’s Minister of Industry, Trade and Investment, Dr. Enelamah, who signed on behalf of his government, said: “The MoU is a major step in our walk towards the development of a robust automotive industry to achieve its potential contribution to the continuous economic development of the country.

“We believe in the strategic and catalytic role of the automotive industry in the diversification of the Nigerian economy and we remain committed to encouraging and partnering with relevant stakeholders, especially investors and friends of Nigeria.

“We will meet our commitments and look forward to welcoming other Original Equipment Manufacturers (OEMs) interested in working with us to increase local production, local procurement, and exports.”

The Director General of the National Automotive Design and Development Council (NADDC), Jelani Aliyu, said: “As Africa’s largest economy and most populous country, Nigeria offers not only a significant domestic market, but also the opportunity of a gateway to the West African market. We are pleased by the progress we have made in our engagement with Volkswagen, and excited to be partnering with a strong stakeholder with a full understanding of huge potential Nigeria represents.”

Thomas Schaefer commented: “This week Volkswagen has been able to demonstrate with conviction that it is serious about its intentions in Sub–Saharan Africa. We are well placed to become a dominant player in Africa, as the continent continues to stabilise and develop economically, as the last frontier for the automotive industry.”

Volkswagen has a fully-fledged manufacturing facility in South Africa, and assembles vehicles in Kenya, Algeria as well as in Rwanda, in conjunction with an Integrated Mobility Solution offering Community Car Sharing and shortly to be launched Ride Hailing.

The national automotive policy has continued to attract investment from within and outside the country. Recently, a delegation of international automotive investors, comprising original equipment manufacturers and other stakeholders visited the country.

Among others, they sought to: gain insight into the opening business opportunities and investment environment in the Nigerian automotive sector; assist in the shaping of national and state policy to support industry overall and domesticated manufacturing for the automotive sector; gain insight into the automotive sector & potential for enhanced manufacturing in Nigeria; build relationships and networks with key Government and private sector figures; and to deepen the structured business links and investment between the private sectors of Nigeria and South Africa.

The Beer Sectoral Group (BSG) of the Manufacturers Association of Nigeria (MAN), in partnership with the Federal Road Safety Corps (FRSC), has reiterated the dangers of drunk driving at the launch of the Annual “Don’t Drink & Drive” Campaign.

The two-day campaign began with a press conference on Tuesday, December 10, at Radisson Hotel Ikeja, and continued with park rallies on Wednesday, December 11.

Both events emphasized the importance of avoiding drunk driving, the consequences of impaired driving, and the critical need for responsible road habits to enhance safety across Nigeria.

Speaking at the press conference, Chairman, BSG and CEO Nigerian Breweries, Hans Essadi, commended FRSC for its dedication to road safety and pledged continued support for initiatives that reduce traffic accidents. He stated: “Each year, countless lives are lost to preventable accidents caused by impaired driving. This campaign is built on three pillars: education, enforcement, and encouraging responsible behavior by all road users.”

Essadi also announced the following day’s park rallies, during which campaign teams visited major motor parks in Lagos—Ojodu, Ojota, and Oshodi. At these locations, they engaged commercial drivers in discussions on the risks of impaired driving, distributed educational materials, and offered voluntary breathalyzer tests.

FRSC Lagos Sector Commander Kehinde G. Hamzat emphasized the importance of defensive driving and passengers’ rights to challenge reckless drivers. He also highlighted FRSC’s new app, which alerts users to speed limits, dangerous roads, and potholes.

The press briefing attracted a diverse group of stakeholders, including executives from BSG, senior FRSC officials, and road safety advocates. Speakers highlighted the campaign’s objectives, shared success stories from previous editions, and renewed their commitment to reducing road accidents caused by impaired driving.
