Uber Business Faces Competition, As Sanwo-Olu Unveils New Ride-Hailing Taxi Scheme


Lagos State Government has unveiled a new e-hailing taxi scheme to redefine road transportation in the State. The Governor, on Thursday, signed partnership agreement with CIG Motors Company Limited for the take-off of “Lagos Ride” scheme with pilot fleet of 1,000 units of brand new Sport Utility Vehicles (SUVs).
Also at the ceremony held at the State House in Marina, Sanwo-Olu formally sealed a Joint Venture Agreement with the automobile company for the establishment of Vehicle Assembly Plant in the State. In the next 24 months, Lagos will have a jointly-run factory for the production of different classes of brand new cars.
Establishment of the Vehicle Assembly Plant in Lagos was part of the bilateral agreements reached by the State Government and Chinese Investors’ Community when the Governor visited the Asian country in November, 2019.
IBILE Holdings Limited, a State-owned corporation, will be driving the two investment agreements on behalf of the Lagos State Government.
Sanwo-Olu said the new ride-hailing taxi was a social intervention programme initiated with an objective to create jobs and economic opportunities for residents of the State. He said the “Lagos Ride” scheme was in fulfilment of his administration’s desire to give residents a better choice in road transportation by offering a safe, efficient and modern cab model in line with policy thrust of his Government’s T.H.E.M.E.S agenda.
The Governor said the taxi scheme, which is expected to fully take-off in the next 6 months, had been structured along a profitability model and designed to be self-sustaining for expansion and growth.
He said: “I am elated to unveil the Lagos State Taxi Scheme, which is another innovative policy of this administration targeted at making life easier for Lagosians, improving mobility and creating a seamless multi-modal transportation system. The scheme, which is to be known as “Lagos Ride”, is in fulfilment of our desire to give Lagos residents better transportation choices. The modern ride-hailing service is one of the State Government’s socio-economic intervention programmes, which will be professionally managed in line with global best practices
“Our social intervention programmes are tailored towards the eradication of poverty, provision of jobs and other employment opportunities as well as the provision of basic necessities, that make good governance our people’s reality. A major attribute of a modern megacity is a world-class transportation system with inter-connected services and mobility choices for the citizens. The task of bequeathing a safe, efficient, quick, and modern public transportation system is a key thrust of our administration’s development agenda. We are guided by the need for an equitable transportation system with mobility choices for our people.”
Under the taxi scheme, Sanwo-Olu said the Cooperative Society in the Ministry of Wealth Creation and Employment would give operators brand new SUVs for a period of four years, during which they would pay a monthly installment. At the end of the credit tenure, the operators will have the opportunity to fully own the cars.
The Governor said the scheme would offer operators flexible repayment plan and affordable savings for vehicles’ maintenance.
Sanwo-Olu said the establishment of the Vehicle Assembly Plant was in furtherance of his administration’s economic growth blueprint, stressing that the Joint Venture Agreement would revive industrialisation, drive up skilled youth employment and create wealth, boost tourism, and encourage technology sharing, adaptation, and advancement.
He said: “As we formally sign the Joint Venture Agreement for the establishment of Motor Assembly Plant, Lagosians should expect a roll-out of vehicles from this plant within the next 18 months. I urge other stakeholders and private investors to collaborate with us to sustain the scheme. We have the political and administrative will to ensure business survives in Lagos.”
Commissioner for Transportation, Dr. Frederic Oladehinde, said the e-hailing taxi scheme was initiated, following the approval of IBILE Holding Limited’s proposal in the August 31, 2020 State’s Executive Council meeting.
He said the Assembly Plant and the taxi scheme would boost socio-economic activities and support the development of ancillary enterprises in transportation sector.
Chairman of CIG Motors Company Limited, Diana Chen, pledged the full commitment of the automobile firm to the agreement.
Ms Chen, who is also the Vice Chairman of China-Africa Business Council (CABC), disclosed that the automobile firm would sponsor 50 students for a two-year engineering training in a vocational school in China to strengthen its partnership with the Lagos Government.
She said: “My teams are ready to work with 100 percent effort to build GAC MOTORS in Nigeria in the highest level of a brand. This international Joint Venture Project will soon bloom up in the Chinese business communities both in Nigeria and China. I assure you that, we will use this partnership as a best example to introduce and promote a Greater Lagos where greater opportunities abound.”
The highpoint of the event was the signing of the partnership agreements by the Managing Director of IBILE Holding Limited, Mr. Abiodun Amokomowo, and the Vice Chairman of CIG Motors Company Limited, Mr. Linus Idahosa in the presence of the Governor, Deputy Governor, Dr. Obafemi Hamzat, and Lagos Attorney General, Mr. Moyosore Onigbanjo, SAN.

Tinubu Approves N16.7bn for Immediate Reconstruction of Mokwa Bridge


President Bola Tinubu has approved the release of N16.7 billion for the immediate reconstruction of the Mokwa Bridge in Niger State, which was destroyed by flooding in May this year.
The Minister of Information and National Orientation, Mohammed Idris, announced this in Abakaliki on Saturday after a meeting with the Minister of Works, Senator Dave Umahi.
Idris, who is leading a Federal Government delegation on a three-day tour of projects and citizen engagements in the South-East, said the approval underscores the administration’s responsiveness to urgent infrastructure needs.
“We want to thank Mr. President and we want to thank the Honourable Minister of Works. We jointly discussed this and approached Mr. President, who graciously approved it. It means a lot to the people. It’s N16.7 billion to reconstruct the bridge — a 10-span bridge,” he stated.
The Minister also commended Senator Umahi for his swift response in the wake of the disaster, including dispatching experts to assess the damage shortly after the bridge was washed away.
According to Idris, the approval for the bridge reconstruction will be “music to the ears of the government and people of Niger State.”
In his remarks, the Minister of Works, Senator Umahi, said President Tinubu is a compassionate and listening leader, who is committed to solving the challenges confronting the citizens.
“The President approved the immediate reconstruction of the bridge as requested by the Honourable Minister. He graciously approved because of him,” he said.
Senator Umahi said the latest round of approvals for provision of infrastructure cuts across all the geo-political zones of the country.
He listed some of the approvals to include: the reconstruction of the washed-away 5-span bridge in Wukari, Taraba State; the Lokoja Bridge; the permanent repair of the washed-away section of the Afikpo in Ebonyi to Abia and Imo State; the Keffi Flyover Bridge; the Jebba Bridge in Kwara State; seven bridges in Edo State; and a bridge in Kebbi State.

In an uncommon move that changes the transportation landscape in Enugu State, Governor Peter Mbah, on Thursday, inaugurated five ultramodern transport terminals in various parts of the state in line with his integrated blueprint for a modern and multimodal transport ecosystem.
Mbah also launched the Enugu State Modern Transport System that would enable residents commute with ease, as well as a digital platform and over 80 modern bus shelters constructed across the state.
The terminals visited and personally commissioned were the Holy Ghost Terminal 1 (Enugu Central Station 1), designated for inter-state transport; Holy Ghost Terminal 2 (Enugu Central Station 2) for inter-city transport; Nsukka Terminal (Nsukka Central Station); Abakpa Nike Terminal (Abakpa Central Station), and Gariki Terminal (Gariki Central Station).


Mbah said the projects, which drew huge crowds and elicited palpable joy among the residents, were a key part of the administration’s integrated five-terminal Transport Infrastructure Projects, Phase 1, in line with his vision to grow the state’s economy from $4.4 billion to $30 billion.
Features of the terminal include food courts, banking halls, motels, shops, CNG refilling stations, and cinemas, while the Holy Ghost Terminals 1 and 2 are connected by 400m long sky bridge, said to be the longest in Nigeria. The buses feature free wifi and security equipment.
Addressing a mammoth crowd at the Holy Ghost Terminal 2, the governor recalled that until the commencement of the project in late 2023, the Holy Ghost area was “practically a synonym for chaotic traffic and general disorderliness.”
Continuing, he said, “Aside from the fact it constituted a major municipal blight, we knew we could not attain our audacious economic goals if we lacked an efficient public transport system that offered both comfort and dignity.
“We knew that our goal to make Enugu the most livable city in Nigeria would be a futile bid if we were unable to tackle problems such as persistent traffic gridlock.
“So, from the very first day of this administration, we made a promise: to build a world-class transport system that moves people, connects businesses and communities, and, crucially, that rightfully positions Enugu State as a model of modern governance, sustainable growth, and human dignity.
“Today’s commissioning of the newly completed world-class terminals and the CNG Bus Mass Transit Scheme is indeed beyond a ribbon-cutting exercise. It ushers in a whole new experience; fundamentally connecting our vision to action, and our action to the daily lives of the over seven million residents of Enugu State.”
He explained that alongside the CNG Rapid Bus Service (Mass Transit Scheme), the terminals were “central pillars of our transport agenda – a multimodal highway to the future – integrating road, rail, air, and waterways into one seamless, safe, and efficient ecosystem.”
He also described the terminals as catalysts for economic development and “engines of economic revival.”
“They represent our capacity to deliver projects that empower Ndi Enugu and set our state on a robust trajectory of growth.
“Already, this project is creating jobs, stimulating SMEs, and positioning Enugu to compete with Africa’s best. Through it, we’re creating over 20,000 jobs across BRT, 2,000 hybrid city taxis, airport operations, ride-hailing, and support services.”
He said that the Enugu Transport Management System would eliminate corruption that had been the bane of government enterprises to ensure sustainability, counting on an e-ticketing system that eliminates leakages, guarantees transparency, and ensures every payment is accounted for.


“Commuters simply need to purchase a ticket and top up as they find suitable. Remarkably, a single valid ticket grants the holder access to other buses. Importantly, our comprehensive insurance coverage protects both the assets and the people who use them,” he stated.
Mbah thanked President Bola Tinubu for his commitment to the state’s development.
“Through words and deeds, the President has demonstrated a sincere love and support towards Enugu – and indeed the South East’s progress. An example is the concession of the Akanu Ibiam International Airport, which would clearly reposition Enugu as an aviation and economic hub.
“So, we commend the President because no administration has given as much support to the sub-nationals as this President has done,” he concluded.
In his goodwill message, the Programme Director/CEO of the Presidential Initiative on CNG, Engr. Michael Oluwagbemi, who was represented by Engr. Tari Mayor-Bright, commended Governor Mbah for the ultramodern terminals and massive deployment of CNG buses.
“This is not just infrastructure, but a bold step in setting up a modern transportation system geared towards a cleaner, safer, and more affordable transport for the people of Enugu State,” he stated.
Also, the Managing Director of the contractors, Planet Project Construction Company, Biodun Otunola, said that building five terminals simultaneously was unprecedented.
“No administration has ever done this before in the history of Nigeria. We are in this industry and we have the records,” he stated.
He described the terminals as products of good research and the political will of the governor to get things done.
Speaking at the various locations, the Commissioner for Transportation, Dr. Obi Ozor; Council Chairman of Enugu North LGA, Dr. Ibenaku Onoh; Chairman of Nsukka LGA, Engr. Jude Asogwa; Chairman, Enugu State Council of Traditional Rulers, Igwe Samuel Asadu; Chairman, Ogige Market Traders Association, Hon. Onyema Idoko; President, Nsukka General Assembly, Clinton Ogbonna; Chairman, Enugu East LGA, Beloved Dan-Anike; Traditional Ruler of Nike, Igwe Julius Nnaji; Chairman, Enugu South LGA, Hon. Caleb Ani; and the Chairman, Enugu South Traditional Rulers Council, Igwe Mike Nna Ukwu, expressed the people’s joy over the projects and buses, describing them as economic catalysts.

The Enugu Air, CNG Mass Transit Programme, and the ultramodern transport terminals all built from scratch by the Governor Peter Administration are to be launched for operation before the second anniversary of the government.
The government has also approved the development of the state’s tourism industry, while total transformation of the Nnamdi Azikiwe Stadium and Awgu Games Village will start in June to get them ready for the National Sports Festival to be hosted by the state in 2026.
These were made known by the Commissioner for Transportation, Dr. Obi Ozor; Commissioner for Culture and Tourism, Dame Ugochi Madueke; Commissioner for Works and Infrastructure, Engr. Gerald Otiji; and Commissioner for Youth and Sports Development, Barr. Lloyd Ekweremadu after the State Executive Council meeting at the Government House, Enugu, at the weekend.
Briefing Government House Correspondents, Ozor said, “We are starting off with the initial three aircraft and two of the aircraft are already on ground. The third one will be on ground by the end of this month. We are hoping to start the commercial operations before the second year anniversary of this administration.
“You have also seen buses for the mass transit programme across the state. 50 of them are already parked at Okpara Square, and an additional 50 will be joining that fleet in the next few weeks. The 100 of them will be going into commercial operations before the end of this month, which is the second year anniversary.
“Also, the bus terminals, two at Holy Ghost, one each at Gariki, Abakpa and Nsukka, will also be commissioned and go into commercial operations before the 29th of May, this year.”
He added that the government planned to bring in the electric and CNG automotive manufacturing plant into Enugu as well as launch in the next 150 days the Enugu Smart Transport Programme, which would see to the injection of over 2,000 electric vehicles.
Also briefing newsmen, Dame Madueke said funds would be invested in the tourism industry in phases.
“We are going to have it in phases. For the first phase, we are having Awhum Waterfall, Nsude Pyramid where we are going to have the first canopy walkway in the South East. It measures about 600 metres, which will actually be the longest in Nigeria.
“We also have Ngwo Pine Forest where we are having the first zipline in Nigeria. The zipline will measure about 300 metres. In the same Ngwo, we will have a big rotunda and a smaller rotunda. We have the Cross of Hope to be located at Okpatu. The Cross of Hope will be sitting 580 metres above sea level and the cross itself will measure about 50 metres, making it a total of about 630 metres above sea level. The cross will have about 15 floors with a lift.
“At Awhum Waterfalls, we are going to have another canopy walkway and a boardwalk to preserve the ecosystem.
“We equally have the Akwuke/Atakkwu Waterpark and Ovu Lake Golf and Resort at Akpawfu,” she stated.
She explained that all the tourist sites would have experience centres, food courts and renewable energy, adding that tour buses would soon arrive to ensure ease of movement of tourists.
Ahead of the 23rd edition of the National Sports Festival, Enugu 2026, Barr. Ekweremadu said the State Executive Council had equally directed the commencement of work both at the Nnamdi Azikiwe Stadium and Awgu Games Village not later than June.
“We also briefed the council on the progress made in establishing a Lab for Animation for young people in Enugu State, which His Excellency will be commissioning soon. The lab is ready.
“We are similarly working towards empowering over 2,100 young people across the state, who were trained around December last year. This empowerment will be coming up on the 12th of August, being the International Youth Day’” Ekweremadu concluded.
