Ntoudi Mouyelo: Ex-PawaTech Executive Faces Criminal Complaints Over Alleged $3.35M Gaming Licence Fraud

An ex-executive of iGaming solutions provider PawaTech is facing criminal complaints in connection with the alleged disappearance of roughly XAF 1.9 billion (about US$3.35 million) linked to a purported gaming licence transaction, according to legal documents reviewed by TechEconomy.
Ntoudi Mouyelo, a former Chief Commercial Officer (CCO) of PawaTech, and Daci Speed Sarl, the company implicated in the transaction, are named in the filings, alongside other individuals identified as Edi Yapi Yao, Abdoul Bogoudou and Ahoupley Yam Issane, with additional suspects yet to be identified.
According to the complaints, the funds were advanced by PawaTech to cover what was presented as the cost of acquiring an online gaming and casino licence. The transaction was reportedly arranged through Mouyelo, who is alleged to have played a central role in facilitating the deal.
Central to the allegations is a document purportedly issued by LONACI, the Loterie Nationale de Côte d’Ivoire, which regulates gaming activities in Ivory Coast, requesting payment for the licence. However, investigators later determined that the letter was forged, and that LONACI did not receive any such payment from Daci Speed Sarl or associated individuals.
Ongoing investigations into the matter are reportedly underway in both Ivory Coast and Rwanda, with charges including forgery, theft and fraud.
The filings also allege that, after the probe commenced, Mouyelo engaged in attempts to intimidate or extract confidential company information from staff.
As of this report, none of the individuals named in the complaints have publicly responded to the allegations.
